Depends what it's for? If it's for a windows installation, then neither, just use the windows media installation tool here:

I tend to download the Windows 10 ISO, then make a bootable USB with rufus.
Since one time when I found the media creation tool got stuck repeatedly during the process. And as it's a 2 hour download on my broadband (or 3 hours with the creation tool as it seems to download slower) even when the process works fine, that made the operation take a while!
In my case, downloading the ISO via my browser or a download manager that I can pause is less hassle.
But if you have faster internet and/or your media creation tool doesn't randomly get stuck, the media creation tool is the easier option.
