Yea that will heavily bottleneck your cpu.
Google xmp it will tell you how to set your ram to a better speed.
its in the bios just follow a guide its not hard
When you play a game see what the bottleneck is.
Use HWmonitor in the backround while running around. Your gpu should be near 100% if its not theres a bottleneck.
My guess is ur ram is running at 2300
I dont really have a budget. I just would like decent bang for my buck if ya know what i mean. I want the max amount of fps i can get without going over the top. I do think ill go with I would like a 9070xt as new fsr is way better than the previous.

I just dont want to go through the hassle of taking apart my own pc. Also in my country getting parts is impossible.

Main thing im not too sure on is the motherboard and the cpu cooler. Im abasic man and only care about performace and longevity.
Im going to be getting a decent rig shortly.
I dont see any good options for air cooling with PCS.
Out of the cpu coolers PCS offers what would we recommend for a 9800x3d
Amd need to actually be competitive. With how gaming is going optimisation wise you need a giga pc to play games close to 100fps.
They have become a monopoly and gaming isnt even where there best margins are.
I can only see this getting worse than better sadly.
