The X299 chipset is very expensive and probably really best paired with high end CPUs like the 7820k or better. The 7740x is pretty much a 7700k with the integrated graphics ripped off.

The fact that it's a consumer chipset (akin to Intel's Z270) makes it cheaper and so lets you comfortably fit a GTX 1070 in there.
