Best way to test a charger.

My friend laptop isn't charging properly so I was wondering what the best way to test the charger was. Thanks.

Use a multimeter to check the output of the charger. If the output is a lot less than the stated amount then the charger is faulty.
Plenty of tutorials on line of how to do it.
