Both monitors had a seizure and became very pixelated

I recently bought a new PC from PCSpecialist in the last month. I've had no major issues until about 10 minutes ago. I was playing a relatively undemanding game, called Europa Universals IV. There was no indication that a problem was imminent and all of a sudden my monitor turn purple, blurry and very pixelated; I moved my mouse to my second monitor and the same thing happened there. I was still able to talk and listen to people on discord.

I restarted my computer and the problem hasn't re-appeared, although I haven't tried playing the game again.

I would suggest to turn it all off and try removing the GPU, give it a blow out and a quick look over and then reseat the GPU.
I would email PCS about it as well, just so youve logged a issue incase it happens again and you need to RMA it.

I would be prepared to RMA it though, most likely is the GPU drew the short straw and something is wrong with it.

My driver was one version behind. Could that have anything to do with it?

I cant imagine it doing that, no...
Perhaps odd glitches in game, but not a complete meltdown like the pictures. Not unless it was a driver for a different card altogether, just a previous version of the correct driver should still work (mostly)
