What you can be assured of is that with the GTX 770 you will get the improved graphics compared to the PS3 and XBox 360, with a decent frame rate.
I'm playing AC Black Flag at the moment and even with my GTX780 Superclocked it doesn't maintain 60 fps all the time even with a couple of settings not at max (although anything above mid 40's fps is fine to my eyes).
So it really depends on how far a game lets you push the settings as to whether you can go at max settings at an acceptable frame rate. Sometimes you can take settings up to a point where they use a lot more power for little noticeable benefit, so sometimes you are not losing out on any difference you would notice by not being at total max.
