is my fan the wrong way round

I have various types of fans on my pc , the build is housed in a cooler master haf x tower. if I put my hand across the front of the pc I can feel a very cold blast of air coming out.
I can also feel cold air coming out of the vents in the top of the case , this air is from the cpu and g card fans. The only warm ( not hot ) air is coming from the vents where the psu is.

My question is this , i have been told that front fans should suck air in and not blow it out , bearing in mind how much cold air i can feel blowing out of the case vents does it really matter if the front fan is sucking air in or blowing it out. I dont know if it is possible to put the fan in the opposite way round but could the pc builder have put it in the wrong way round or does'nt it matter which way round it is.

Hi, the front fans should be drawing air into the case, also the front fan on the Haf X comes preinstalled from factory so the front fan would not have been touched by the builder as far as I know.

Thanks for reply sanj but now you got me puzzled what to do , if it was preinstalled before pcs got the case I would probably have to take the case apart to turn it round and I don't really want to risk damaging anything, also , I don't want to send pc back just to have the fan moved. If you look at my post comments about lots of cold air and look at my build spec I think I have move than enough fans.... the noctua fan is huge.
