Rampage motherboard is overkill for gaming, are you overclocking your cpu? Just gaming? How many monitors? I would get at least gold warranty

I would get 16 GB RAM. I know everyone keeps saying 8 GB is enough but 8 GB is already starting to become a recommended requirement. You could always add more later but better to plan ahead.

You may be right, but the option is really 4 or 8 or 16 GB. 4 is not enough for some games, so they recommend 8, but that doesn't mean they will use all of the 8. A game might need 5.

True but how long before games start asking for more than 8 GB? I got 16 GB with mine just so that I know there's more than enough. Anything more than 16 GB at the moment for gaming is more than overkill even 16 GB is overkill but it'll be fine for the meantime.

1080p = single 970 for 60fps+ (980 for future proofing)
1440p = sli 970 ( sli 980 for future proofing)
4k or multi monitor = 970sli (cheapest) 980sli (best for the most demanding games) as 3-way sli 9xx is very poor and will save you money on the motherboard

Yes, they might. But it's a matter of speculation, it will be a bold game to cause the ruffles by recommending 16.
I did used to say you can just get more if you need it, but the thing is that if the RAM line is superseded like the Hyper X Genesis has been (by the Hyper X Fury), you might have a limited time in which to find the older matching RAM.

Within a budget I would go with 8gb ram + gtx 980 sli. Don't think 16gb ram would be required anytime soon but just speculating
