Old Windows 7 Pro PCS build to Windows 10

Hi,

I am still running Windows 7 Professional on my old PCS build. I will be ordering my new PCS build in early January. Is it still possible to upgrade to Windows 10 from Windows 7 for free? If so, will the upgrade be like for like, i.e. Windows 7 Pro to Windows 10 Pro?

If I can do this for free, will I have to tie the license key to a Microsoft account? Or is this only required if transferring the license to other machine?

Any advice or suggestions would be appreciated, please.
