Questions about a possible PC

Hello, i have some questions about a possible PC i'm thinking of getting.

I haven't chosen a graphics card as i feel the one i've already got is capable in most games but i have selected to have Windows 10 installed on it. I'm just wondering how will PCS install it as according to PCS there's no onboard graphics? If they put a graphics card in to install it and when i put mine in, won't Windows 10 want to be activated again?

Also i'm not sure about the CPU cooler i've chosen. I've selected the PCS Frostflow 100 V2 cooler and it'll be going on an AMD Ryzen 7 3700X, how good is this cooler and will it be good enough?

Well i'll be using it mainly for gaming. The GPU i'll be putting in it is a Geforce 1070 ti. I don't feel the need to get a new GPU yet as this card can run most games fine but i feel the parts in my computer currently are holding it back as most of the parts are like 5 years old or more.
