Vortex IX Laptop - cannot disable trackpad or turn on control centre

Not a dire issue right now as I am using an external keyboard to type to avoid moving the cursor with my palm and am not using the control centre. However, pressing FN+F1/F2 does not disable the trackpad, in fact FN+F2 toggles the LED screen. Pressing FN+ESC does not launch the control centre as my booklet says it would. Is this perhaps a driver problem?

edit: on checking further it appears that control centre does not appear in the windows start menu either. Is there any way I can download it from somewhere?

Further comment, control center won't appear in start menu as it's a driver. It will appear in the running programs.

I have tried downloading others and they give me the same error.
