The risk is that Microsoft can invalidate them if they're found out to be being used outside of the organisation that owns them, it is a very real risk and keys are cancelled all the time
If you want legit digital keys, there are good stores that genuinely have good value, they manage this but agreeing massive volume deals with software houses
For Microsoft keys, basically if it’s listing it as an OEM key, then it’s not legally sold. Only retail keys can be legitimately sold by resellers.
OEM keys are keys that are bundled with hardware purchases like a lot of laptops will include a windows license. PCS actually don’t sell OEM licenses, only full retail licenses.
