I'd normally ask you to post your full spec and config link so that we can adjust it, but as you've gone for an older generation build it's probably easier to start from scratch.

So we know your budget is €2000/£1700, but we need to know a few things:
  1. what monitor you're using (make & model, or resolution and refresh rate)?
  2. what are you going to use the PC for (i.e. gaming only, video/rendering only, productivity only, or a mix of everything)?
  3. if gaming, are you likely to use VR in the short term (affects the choice of GPU)
I'll start pulling something together whilst you think, and have a read of the below...

1. Currently using a Samsung 24" 144hz gaming monitor
2. Mainly for gaming
3. Wont be using VR in the near future

This will be perfect for 1080p, and passable for 1440p...but better performance would only be a GPU upgrade away if you feel it needs more grunt,

Case
FRACTAL FOCUS 2 ARGB GAMING CASE (BLACK) - LianLi case says out of stock, so I've put this in as a placeholder
Processor (CPU)
AMD Ryzen 7 7800X3D Eight Core CPU (4.2GHz-5.0GHz/104MB w/3D V-CACHE/AM5) - the best gaming CPU at the moment, and current gen
Motherboard
ASUS® TUF GAMING B650-PLUS WIFI (AM5, DDR5, PCIe 4.0, Wi-Fi 6) - current gen motherboard with scope for a a CPU upgrade or two
Memory (RAM)
32GB Corsair VENGEANCE RGB DDR5 6000MHz (2 x 16GB) - AMD loves fast RAM and this is the sweet-spot
Graphics Card
16GB AMD RADEON™ RX 7600 XT - HDMI, DP - DX® 12 - very good 1080p GPU - Nvidia alternatives are the 3060/4060 but both are more expensive (and the 4060 isn't worth it)
1st M.2 SSD Drive
512GB SOLIDIGM P44 PRO GEN 4 M.2 NVMe PCIe SSD (up to 7000MB/sR, 4700MB/sW) - small, very fast boot/Windows/app/game launcher drive (not for game installs or general storage)
1st M.2 SSD Drive
2TB SOLIDIGM P41+ GEN 4 M.2 NVMe PCIe SSD (up to 4125MB/sR, 3325MB/sW) - much larger, fast drive for game installs/playing
Power Supply
CORSAIR 1000W RMx SERIES™ - MODULAR 80 PLUS GOLD, ULTRA QUIET - probably overkill and 850w would suffice, but this give you capacity to put a more powerful GPU in down the line without having to rebuild the whole computer
Power Cable
1 x 1.5 Metre UK Power Cable (Kettle Lead, 1.0mm Core)
Processor Cooling
DeepCool AK620 ZERO DARK High-Performance Dual Tower CPU Cooler - sufficient for the 7800x3D, but there'd be no harm going for a Corsair AIO liquid cooler (pump, fans & radiator) if the budget is adjusted/trimmed elsewhere
Thermal Paste
STANDARD THERMAL PASTE FOR SUFFICIENT COOLING
Sound Card
ONBOARD 6 CHANNEL (5.1) HIGH DEF AUDIO (AS STANDARD)
Network Card
ONBOARD 2.5Gbe LAN PORT
USB/Thunderbolt Options
MIN. 2 x USB 3.0 & 2 x USB 2.0 PORTS @ BACK PANEL + MIN. 2 FRONT PORTS

Appreciate the help and suggestion just a couple of questions.
1. If I was to upgrade the GPU in the future what you you recommend?
2. Since this would be my first gaming PC any tips or suggestions you would have for a beginner?

GPU choice depends on budget and monitor you decide to buy.

But the current offerings will be superseded in 6-12 months, and you'd expect similar performance for a lower price...or higher performance for the current price. However, this has not recently been the case due to greedy GPU manufacturers.

In general:
  • 1080p GPUs are the x060/Super/Ti Nvidia and x600/xt AMD
  • 1440p GPUs are the x070/Super/Ti Nvidia and x700/xt AMD
  • 4k GPUs are the x080/Super/Ti Nvidia and x800/x900/xt/xtx AMD
  • Then there's the crazy x090 Nvidia cards
Prices range from £300 up to £1800 - so there's a bit of a jump.

If you stick with the same game, then a new generation of the same level of GPU will give you more performance. BUT most newer games will demand more and more out of a GPU for the same 1080p high-refresh. So where a GTX1650 would have been fine for a 1080p game in 2019, it's a low-end 1080p card nowadays.

If you're happy with high-refresh 1080p for the next year or so, then the 7600XT will be fine...and you can upgrade to the next generation or higher model as & when your gaming / monitor requires. The rest of the config is built around only needing a GPU upgrade to keep up with newer games and better monitors. So should last 10 years with a new GPU every 2-3 years max.

If I had the extra budget would you recommend I upgrade to the Nvidia 4070/Super now?

Not if you still have a 1080p monitor - it would be wasted.

If you were buying a decent 27" 1440p monitor in the next couple of months, then yes...but you're looking at an extra £300/€350 for that level of GPU at this stage (and at that price point I'd probably go for the AMD 7900GRE).
