App Made Too Many Attempts error?

When you did the fresh install....
  1. Was it a clean install from bootable media, deleting all existing UEFI partitions?
  2. Did you go on and reinstall all your third-party apps and devices before testing?
If the answer to 1. is no, then you MUST do a fully clean reinstall from bootable media. If the answer to 2. is yes, then you may well have reinstalled the problem.
Yes I did clean Install from a bootable usb and Yes I deleted all partitions on the windows drive before installing.

No I didn't reinstall third party apps, I didn't get a chance to install or do anything...I logged in for the first time and that error immediately appears.

The BSOD Doctor
Interesting.
  • Did you run Windows Update until no more updates were found?
  • If you open Device Manager do any devices have a small yellow triangle with a black exclamation mark next to them?
Can you try starting Windows in Safe Mode. In Safe Mode a stripped-down Windows system is loaded, with only critical services and drivers loaded. Typically no third-party drivers are loaded. This does mean that you won't be able to do any useful work in Safe Mode, or play games, and many of your devices may not work properly (or at all) because their drivers have not been loaded. Your display will be low resolution for example, because you'll be using only the Windows basic display driver.

The usefulness of Safe Mode is that because it's a stripped-down system consisting only of Microsoft services and drivers it's very stable, so if you see this application error in Safe Mode we're likely looking at a hardware cause. There is another test we can do however, but let's see how Safe Mode goes first.

Things have gone from bad to worse...

Been away the last 24 hours so I haven't been able to look into it...but I've now come back to find bizarrely Bluetooth has disappeared from the PC all together. Bios shows Bluetooth is enabled but Windows isn't picking it up at all. Windows update doesn't register any updates required, Device Manager doesn't show Bluetooth anywhere, it just doesn't exist. Tried downloading the drivers from both the website and the rog driver usb dongle. The only thing I can see in device manager that is showing any sign of error is under usb controllers...where there is a "Unknown USB Device (Device Descriptor Request Failed)" with a yellow triangle black exclamation mark. I've re-cleaned the hard drive again, booting up hangs with a

q code 98 "console input devices connect"

Think it's time to get it sent back for repair. Somethings not right.

If you follow @ubuysa advice in the meantime it will tell us more

Where did you source the windows installer by the way? And are you applying optional updates, not just windows updates?

Update:

So I'm spending the day tackling this.

Took a suggestion to disconnect the power cable and leave it over night, just logged back in and the 98 q code is gone and Bluetooth is back up and running. Not sure why, but that problem seems to have self corrected.

Original issue...I'm having an issue re-booting into safe mode. I can kick safe mode in but at the log in screen it states I need to set up a pin number (Which I already have with windows hello) to log in. I click create pin and it cycles back to asking me to set up a pin again. Caught in a loop so not sure how to bypass this to get into the system.

However, I have found this...

Not sure what this is but it's the only issue in Device Manager I've found.

Also, my first log in today and the "App Made Too Many Attempts error" hasn't appeared (So Far).

Any thoughts how I can get around the log in pin request in safe mode?

It's really difficult to offer any help as you're not answering our questions.

Your chipset isn't present, so windows hasn't been setup yet, so it's no wonder you're facing issues.

Sorry, when you say windows installer...do you mean the media creation tool?

If so, from the below link.

No, when I use the media creation tool I reboot, delete all partitions then select the unallocated partition and use the usb drive with the media creation tool to install. During installation, I've gone full fresh (No backups used). The installation then states there is windows updates so it downloads the updates then comes back to asking all the using set up questions. Then it sends me straight into windows, comes up with a pop up asiking if I would like to install asus updater. I ignore this, head straight to the apps section of the settings and that's where we were at previously...the error was still present at that time. Unless windows is installing something in the background i'm unaware of that it shouldn't be, I've not downloaded any 3rd party apps or software...It's as bare bones as it can be.

So in that case you haven't finished configuring windows yet, pointless doing any troubleshooting until that's done.

After the clean, and after I seen the error present. I did then use asus updater and updated the chipset drivers and other bits that were missing.

I also ran windows update a few times (It only took 2 goes to find no further updates beyond usual antivirus definitions updates).

I then started installing graphics drivers and monitor drivers.

The issue was still present after all drivers were installed

All of this was done before the issue of Bluetooth disappearing yesterday.

Now were are up to date with the current triangle error.

You don't want to use the Asus updater, that's known to be problematic and often installs incorrect drivers.

It's optional updates that will configure the driver layer in windows.

Is there anything I've not done that I need to do at this point?
You said you'd used Asus updater, so your driver layer is likely compromised.

I would start over with a clean install, go through full driver configuration, only once that's done is it worth doing any kind of troubleshooting.

Also, your microsoft account, does it have MFA enabled? If you log into it on the web does it trigger MFA? If so, when you're setting up your account in windows, it should do the same, if you're not getting a MFA prompt, there's some kind of issue, likely due to network errors.

I'm wondering if that pop up is because it's tried automatically signing in again and fails MFA

No idea if that's the case, just something that came to my mind.

Optional Updates from Windows Update? There wasn't any.

Am I better off going direct from the website?

Yes, you've already run the Asus updater which will have borked the driver layer.

You shouldn't need to manually download any drivers, you use optional updates first, only if that doesn't apply any do you then manually install those.

Ooooo...Yes I do have MFA enabled. I'm wondering now if you are right, if that could be an issue.

When I went into safe mode, it wasn't giving me that screen when clicking on to set up a pin. Maybe that screen was causing the issue of being able to set up the pin? Also, would make sense why it's happened on different pc's if the account is the only constant between the 2 pc's. Bit of a catch 22 now though. I'll re-do the clean again and do the steps we've discussed above. But if it doesn't work, and the MFA is the issue, I'm sceptical of removing it as it means the account isn't as secure.

I'll come back once I've done the clean and will let you know.

Ignore this, you hadn't set up windows at this point, it's irrelevant

Removing MFA isn't a solution, it should work absolutely fine, suggests there's an issue with your network perhaps. Often wifi drivers have to be manually installed at setup as they're not natively supported in WindowsPE that setup uses.

Or are you using the Microsoft Account bypass in powershell?

Also, there's a new passwordLESS option that microsoft have when setting up MFA. I tried it when they first rolled it out and it's just not ready for primetime yet, causes quite a few issues. I'm wondering if that could perhaps be set and could fit the symptoms quite well.
