It will be able to handle VR but you will struggle with some titles. VR gaming at the minimum requirements is more likely to cause nausea and performance issues are far more noticeable than in flatscreen gaming.

I would definitely push for the Ryzen 7 2700x and 2060 super if your budget allows. If you can only afford to upgrade one, do the CPU. Games such as Boneworks, No Mans Sky and pretty much any racing game will benefit greatly from a CPU/GPU upgrade. That being said, there are an abundance of games (especially the Oculus exclusives) which will run really well for you even at the current spec.

So the build you posted is pointless for 1080p.

The Hz = FPS, so you're limited by the monitor.

The build you posted is not a good build, you can get much better for the money. And it won't be able to do VR at all.
