Can you upgrade CPUs?

In essence, the original CPU I ordered is out of stock and if I want the PC I ordered before October (I ordered on July 10th), I need to swap out the CPU.
PCSpecialist offers an upgrade program. What I intend to do is order the CPU below, and upgrade at a later date. Can you upgrade your CPU with PCSpecialist’s upgrade programme?

I would also like to know what happens to the upgraded component? Do I get it back? Do PCSpecialist keep it?

It’s not a good idea to order something with the idea of upgrading it down the line, it’s just a waste of money.

Better if you post your full proposed specs, what you’re using it for, and what monitor you’re pairing it with, what resolution and refresh rate. Also what’s your max budget?

Here are my current specs, as well as what peripherals I am getting (the monitor). I will be use the PC to play the Sims games, maybe a few others. I don't want to stray too far away from my £900 budget. I was thinking of substituting the Ryzen 5 3600 with the Ryzen 3 3300X.
I did contact PCSpecialist and they suggested I substitute the plain 3600 with the 3600XT, but it is an extra £57. I have also been told that I would have to upgrade the cooling if I wish to go from the 3600 to the 3600X, so should definitely do that for the XT.

I may go with the 3300X, as it is performs very similarly to the 5 3600. Thoughts?

I will go for the 3300X and then use what I will get back from that on the points you suggested.
