I need advice for build my first PC

Budget : ~ 800€

Use : Video making / editing

Monitor : SAMSUNG U28E590D

definition / max frequency : 3840×2160 / 60hz /

(the monitor was purchased before without a configuration in mind)

This is my first PC and I have no idea how to go about it, I would like quality without spending a lot.

I want to make videos about football : Built for video making / editing and multi tab browsing for commentary / reactions format videos. I need to browse the internet freely, and have the opportunity to go to streaming sites. I'm French, but if you want a reference of the content that I would like to show, check "wiloo" or "talk my football" on YouTube.

I'm not an authority on this type of workstation, but I seriously doubt that budget will cover a system that isn't a throwaway or already 2-3 generations old. I hope someone else can help you with that.

I totally agree. You'd do much better to buy a second-hand system. A gaming PC from around four years ago (maybe something with a 5700X CPU and a 3060 Ti graphics card or thereabouts) would be more than a decent entry point. But a new system for this budget? It can't really be done. Certainly I would agree that it shouldn't be done.
