i9-13900 / RTX 4080 glitching on chrome and games

Having issues with my pc i have reinstalled windows 11 and have been having issues watching videos and playing games which arent even stressful but the video keeps chopping and games keep skipping.

How did you reinstall Windows?

Have you installed the correct drivers? Have you installed all the updates? Is your monitor plugged into the graphics card, rather than to the motherboard's graphics output?

I would be a little alarmed by your cooling solution. A 120mm AIO is very, very marginal for a chip like the 13900 (as, frankly, is the motherboard), though admittedly that shouldn't be a problem watching videos.
 
Yes I have reinstalled Windows from scratch and reinstalled the most up-to-date drivers and also ran a stress test on the CPU, graphics card, and ram it is definitely plugged into the graphics card

When you say you ran a stress test, what were the results? What were the temperatures like? What temperatures are you getting when gaming and playing videos?

I'd guess that's the most likely cause of problems, though there are of course plenty of others...
 
I ran a test on half a dozen games like Minecraft, CSGO2, and valorant and it was choppy in the main menu as soon as the game was loaded up the video on YouTube on the second monitor would crash the temperature did not reach past 48c on the GPU while running these games

The GPU is fine. The CPU is what I'd worry about.

I would say yes as why buy a high end CPU and skimp on the cooler because if you can afford the I9-13900 and a high end GPU then why not a high end cooler for your CPU as you can afford to splash out on expensive Hardware ?

That cooler is nowhere near enough for the cpu, it will be instantly throttling. You need a minimum of a 360mm radiator and premium pump, so the corsair H150i

But you’d need a new case as well to fit it

Your only other option is a premium air cooler like the noctua NH D15 but that will still thermal throttle.

Why on earth did you get 128Gb RAM?

Can I query what make and model monitor you're using and what use you'r doing for the PC?

I would strongly urge you to get a better cooler for the CPU.

What I would be less sure of is whether that is the cause of your issues. Honestly it sounds more like a graphics driver thing than a hardware thing, but it's very hard to say without a lot more information.

That case just isn't suitable for that build at all either, really needs replacing. The GPU is going to be suffocated.
