Is laptop faster for gaming then desktop i9?

Mobile components are far slower than desktop as they have to use substantially less power and generate a lot less heat.
Laptops are far more expensive also for less power and not upgradeable, so won't last as long before you have to replace the whole thing, whereas on a desktop you can upgrade individual components to extend lifetime.

Don't get hung up on GHz, you're getting confused with normal clocks and boost clocks, they're very different.
That being said, that's a very old 11th Gen CPU which were really poor.
I would get some advice on something more suitable.
If you can post your max budget, what games and what make and model monitor it's pairing with then someone can offer some advice.

The main is that the providers do not provide both 12th gen and optional configuration while my teen son is picky and wants his gadgets as he dreams about them.This is the most optimal that I had found . If you're talking about PCSpecialist, they stock 12th gen and AMD, it would never be recommended to use 11th Gen

I'd also suggest a chat with your son to see what his requirements are...rather than over-specifying and spending a fortune on components that won't enhance his gameplay!
Without knowing anything about your son's requirements (or even what monitor he has) - as you've not provided any specifics - I'd assume the gaming will be at a max of 1440p, as that's what the 3060Ti offers. Unless there's some specific requirement in a specific game, there's no need for 64GB of RAM, nor an i9.
You could use this saving to keep for future upgrades to the GPU in a couple of years when your son goes into 4k gaming.
