You have not given us much to go on for your requirements.

That said this would be a good starting point though it depends on how you will be using PhotoShop and LightRoom.

I've given 2 examples below for different budgets and use cases.

The first spec I've posted would be useful if you are doing large batch edits that will make use of a discrete GPU. It would also cope with some gaming while you're away from home if you're into that.

Also - I've only included AMD options as there are serious quality issues at Intel right now.

Both photoshop and light room will benefit from hardware acceleration (gpu power) for effects and image generation, photoshop is now integrating AI more and more and that hugely benefits from the tensor cores on RTX GPUs.

So the first option would be a better investment from that perspective.
