Laptop won't boot up

Nothing. When I start the computer it goes straight to that screen and stays there. No options to do anything, bios, whatever. I can only shut it down by holding the power button til it turns off. Then I turn it on, back to that same screen. Ad infinitum
I would detach the primary drive and then try booting to bios

Then you're still booting the HDD.

Try the suggestion by @SpyderTracks to remove the HDD but leave a bootable USB stick plugged in - ideally the Windows install media - and it should boot that USB stick (since there's no other bootable drive).

Thanks for that, the 'independent consultant' ( I should call myself one of those!) is following the same logic as we are on here. He clearly suspects the HDD (as I do) and is trying to get the poster to boot a different drive (as I am).

Thanks for the advice everyone. After much fannying about I've swapped the hard drive from an old laptop and reinstalled windows from the Win installer usb. If this works I'll just get a better hard drive and consign the old one to the dust :)
