My cpu underclocking itself?

Hi everyone haven't been on here for a while. My issue is im kind of concerned as to why my core speed in CPUZ goes down to 800.1 randomly, it normally stays at 1600.1. idle Since ive been using my comp more reasently ive had a few programs stop responding at first i just ignored it but its happening more even when im just watching a youtube video chrome will crash same with my editing apps like after effects and sony vegas. What could be the problem here?

Just to add, ive had a few blue screens too.

The crashes are most likely unrelated to the drop in core speed on idle as that is an intended function.

Thanks for the reply but i know about speedstep, i want a solution for the crashes and blue screening, so far im not happy with my system ive had issues from day one. Everyone at pcs have been very helpful so far though, probably a bit of bad luck on my side. The annoying thing is i saved up money to get this system and it cant even out do my old ****ty dual core i need some advice on solving this issue thanks.
