quick question on 30 series

Hi i recently ordered a new pc with a 3080 on the 2pm release and my payment went through and has been processed. Does this mean i got access to a 3080?

Not necessarily, it means your order was accepted. Basically as I see it (I'm in the same situation, along with a few other folk here), we're all in the queue.

EDIT:

As I understand it, there were lots of orders at/around the 1400 mark (as you might expect) and lots of folk with existing orders waiting to 'upgrade' their GPU.

All of those orders are put in a large queue to get the GPUs which are in severely limited stock. Keep an eye on your emails and you should get regular updates from PCS with the progress of your build
