Would prefer no RGB really. Upgrading from a legion laptop with a 3060. Not sure if the ram is overkill?

Without knowing the uses of the PC, we can't really tell what's over-or under-kill.

Could you let us know whether it's a pure (>90%) gaming rig, or is there some other split with heavy-duty photo/video/3d/animation production/processing?

Also, could you let us know what make & model (or resolution & refresh rate) of monitor you'll be pairing this with; whether you've got any m.2 drives to move over (i.e. a very fast one for the OS); and whether you'll be transferring your Windows licence over to the new PC (and retiring the laptop)?

...and finally, your max budget?

On initial viewing though, I'd say keeping a sole 4TB SSD is wrong as you'll have no redundancy or safety net, and the PSU is probably just under where I'd want to be for future upgrade headroom (1000W would be my choice); and the motherboard is overpriced for what you're getting (i.e. paying a X870E price for a cut-down X870 non-E motherboard) - the Gigabyte Auros Elite X870E is better for the same price, and even the much cheaper Gigabyte Auros Elite B850 would be better than the Asus TUF X870.

This is a tweaked version of your original build to build in some of the recommendations above...on the understanding that this is for a 1440p gaming PC build.

Case
CORSAIR FRAME 4000D RS ARGB MODULAR
Processor (CPU)
AMD Ryzen 7 9800X3D Eight Core CPU (Up to 5.2GHz/104MB w/3D V-CACHE/AM5)
Motherboard
GIGABYTE X870E AORUS ELITE WIFI7 (AM5, DDR5, M.2 PCIe 5.0, Wi-Fi 7) - next level up motherboard (the '-E' at the end of the X870 is important) - the B850 AORUS ELITE would save £80 and still be on par with the TUF X870
Memory (RAM)
32GB Corsair VENGEANCE RGB DDR5 6000MHz CL30 (2 x 16GB) - faster/tighter RGB RAM, and 32GB is plenty except in outlier scenarios (i.e. some non-gaming uses)
Graphics Card
16GB GIGABYTE RADEON™ RX 9070 XT GAMING OC - 2 x HDMI, 2 x DP
1st M.2 SSD Drive
1TB CORSAIR ELITE MP600 NVMe PCIe M.2 SSD (up to 7000 MB/R, 6200 MB/W) - very fast TLC SSD for Windows, apps and games launchers only
1st M.2 SSD Drive
4TB CORSAIR CORE XT MP600 NVMe PCIe M.2 SSD (up to 5000 MB/R, 4400 MB/W) - slightly slower storage drive for games installs, as games won't see any significant loading/streaming performance from anything much faster
Power Supply
CORSAIR 1000W RMx SERIES™ ATX 3.1, MODULAR, CYBENETICS GOLD - more headroom for future GPU upgrades
Power Cable
1 x 1.5 Metre UK Power Cable (Kettle Lead, 1.0mm Core)
Processor Cooling
CORSAIR NAUTILUS 360 RS ARGB HIGH PERFORMANCE CPU COOLER - 3 on top to match the 3 up front - to keep the airflow balanced
Thermal Paste
STANDARD THERMAL PASTE FOR SUFFICIENT COOLING
Extra Case Fans
4 x Corsair RS120 ARGB PWM Fan - possibly overkill as you already have 3 in and 3 out...but a single one on the rear would be plenty...but if you stick to the extra ones then just a bit of tuning may be required of the fan profiles so that they're not noisy and over-pressuring the case (which would mean the cooler does not get enough time to transfer the heat to the air)
Sound Card
ONBOARD 6 CHANNEL (5.1) HIGH DEF AUDIO (AS STANDARD)
Network Card
ONBOARD 2.5Gbe LAN PORT
Wireless Network Card
NONE OR ONBOARD Wi-Fi (MOTHERBOARD DEPENDENT)

What a brilliant response thank you.
Use wise it will be gaming with some VR mixed in.
Max budget will be around the £2500 mark.
With the SSD that was just a remnant from the build I copied it from, i'm still using a 1080p 144hz monitor and will be looking at upgrading to 1440p in the future.

thank you for your feedback

what fan would you recommend for the 'extra' fans if at all?

You shouldn't need any for the cooling/airflow side of things...only more RS ones if you want to fill the case with lots more RGB fans. For the extra £40 it's a purely personal aesthetic choice.
