What's the maximum budget?

What will he be using it for, gaming, streaming etc?

And what monitor will he be using with it? (make and model?)

Since he will only use for gaming you only really need 16GB ram instead of 32 so that saved cash can be used to upgrade elsewhere. Might be a good idea to also up the power supply to 650 to be more future proof. I think it may be a good idea to go with AMD instead of intel with that budget you could get a very nice AMD CPU like a 3700x or a 3900x. But as agentcooper said it mainly depends on the monitor he will be using, if you plan to use a 1440p monitor i would say try upgrade the the GPU to a 3070 when it releases this month but by the looks of the stock issues that could take a while to get it. With that budget i think you should also consider a case upgrade and cooler upgrade so it will stay cool and quiet.
