Why do you think the audio drivers are 'damaged'? Does this low volume problem happen with all apps (and Windows) or only one? Have you checked both the Windows sound settings and the Realtek audio settings?

If you're at all concerned about your mains supply then get a UPS. The mains supply here in Crete can be flaky at times and I run my whole rig (PC, monitor, router, backup drives) from a UPS. That way I never have to worry.

Windows didn't get it wrong. You messed up selecting the drive/partition at install time. It's easily done if you're not used to clean installing in a UEFI environment.
You need to format ALL those drives to ensure that the next install is properly clean.
As above, that is a total mess. When you reinstalled Windows you got it horribly wrong and you've completely fouled up your whole disk setup. I'd advise the following....
