My best advice would be to Phone PCS and tell them the issue and that you will be sending it back to them to have is checked out. You paid for a Gold Warranty so I would use it. ( downside to this is you would be without a computer for a bit ).
May seem a little Backwards and take a little bit extra time. But i think the saving's far out way the cost of buying Win10 considering Windows 11 is due for release this year.

IF you already have/own win 7 you do not need to pay £80 for win10 from PCS. You can still install win 7 on your new PC and then upgrade it to Win 10 for FREE. here is an up to date guide on how to upgrade from win 7 to win 10...
You can update your current Win7 install to Win10 for Free by using the windows update service. Me personally I would go for more cores on the cpu as this will give you more threads to work with if your VTS plugins. Question are you sure about the small 1tb hard drive? it will not take long...

You had better get a cooling pad for that intel as they run hot and thermal throttle with big work loads. Me I would go AMD for better power usage and better multitasking but that's me
If you stuck all the fastest stuff into a pc/laptop it dose not mean you will have the fastest machine (just bottle necks). It's all about the matching of the right parts so they complement each other. eg you would not match a RTX 3090 with a quad core! or put 3600mhz ram with a intel 10400.
I would rather double the storage then have windows boot up 3 seconds quicker.
for then same price of the recommended "500GB SAMSUNG 980 PRO M.2, PCIe NVMe (up to 6900MB/R, 5000MB/W)" you can get the 1tb intel 670p
But hay not my money :)
